Our Governing By-Laws

These By-Laws govern administration, membership, committees, finances, and values of Rotary District 3000. Aligned with Rotary International’s Bylaws and Manual of Procedure.


📋 Article I

Membership, Purpose & Commitment

  • Membership: Rotary Clubs assigned by RI to District 3000
  • Purpose: Administration of RI policies per RI Bylaws
  • Foundation: Support Rotary Foundation and programs

👔 Article II

Officers

  • District Governor: Visit every club (6 months), monthly letters
  • DGE: Plan PETS, District Assembly, Directory
  • DGN: Elected via club Ballot by Email
  • Treasury: Appointed by DG; manages finances
  • Secretary: Compiles minutes & reports
  • DRFC: TRF Chairman (1-3 years)

🏛️ Article III

Committees

  • Term: Begins July 1; listed in Directory
  • College of Governors: Past DGs (advisory, 2x/year)
  • Finance: DG, DGE, DGN, Treasurer + 2
  • Grants: Manages TRF Grants
  • Stewardship: Monitors grant practices

🗳️ Article IV

Voting

  • Eligibility: No overdue RI/Magazine/District Dues
  • Process: Follows RI Bylaws & Manual
  • Email: Each Club designates email (filed with DG)

💰 Article V

Finances

  • Dues: Per capita; July 1 membership; pay by Sept 30
  • Registration: PETS & SETS fees
  • Bank: RBI-approved bank
  • Governor: District pays Zone meeting expenses
  • Accountability: Cheques >₹10,000 need 2 signatures
  • Audit: Chartered Accountant required

🎗️ Article VI

TRF Grants

  • DDF: Per club’s APF SHARE (2 years prior); find International Partner before Sept 1
  • Earnings: To Endowment Donor projects yearly

🏆 Article VII

Awards

  • DG presents awards yearly to excel individuals/clubs
  • TRF Award: Top 3 clubs (per capita giving)
  • Other awards as RI deems appropriate

🛡️ Article VIII

Youth Protection

  • Follow Statement of Conduct for Youth
  • Certified Youth Protection Policy
  • Overnight: Training + Background check
  • Youth Exchange Trust: Financial assistance
  • Compliance Officer: Appointed by DGE
